Microsoft Windows 10 (64-bit)

My HP laptop keeps scrolling down automatically. Sometime the screen automatically scroll down but after a while it stops and laptops works fine. After a while again same thing happens. Sometime the screen scrolls down and sometime it works fine. I uninstalled the driver of my touchpad, keyboard, touchscreen and restarted my laptop to reinstall the drivers but it didn't solve my problem. What should I do?

I have the same / similar issue (the laptop scrolling down on its own), however, it only happens after I use digital pen to write / sketch / draw on the screen. The issue starts in the app I used the digital pen with (e.g. OneNote or Whiteboard), but it affects all open apps (e.g. my web browser starts to scroll pages too, all the way to the very bottom).

Restarting Windows seems the only cure, and the issue won't appear until the next time I use the digital pen.
