i have a hp notebook with 4 GB rom try to upgrade to 8gb old ram 4gb 1rx8 pcl-12800-11013-84 new ram 8gb ddr3l 1600 cl11-11-11-28 and computer won't start with new rom hp hq-tre,71025

It sounds like the memory is not compatible with your laptop. HP consumer laptops are picky, they like very plain memory from the likes of Crucial, Samsung or SKHynix. If it is the wrong speed or tighter timings it can cause the syptoms you describe.
Please post your laptop model number or Product ID and we can see what it came with. You can also look at the module it came with and buy one just like it, except a 8GB module. We typically reccomend Crucial ram as it is guaranteed to work with your laptop.

The module you bought today is the one that doesn't work in your laptop, or is that your second purchase of an 8GB module?
Some of the models that Service guide have Celeron processors, and may have just one slot for memory, but the manual shows 2
