Your Intel Pentium N3540 processor-based model doesn't seem to handle 16 GB DDR3L memory.

 

Your service manual (on page 1) indicates your model has one memory slot supporting up to 4 GB.

HP 15 Notebook PC Maintenance and Service Guide

 

Crucial reports your model supports max 8 GB.

HP HP 15-f271wm | SSD Upgrades | Crucial.com

 

Intel's specs state your processor supports max 8 GB.

Intel® Pentium® Processor N3540

 

Most likely, your model can handle max 8 GB DDR3L-1600 memory.
