I bought a Victus Gaming Laptop 15-fb0060nm (8D070EA) I inserted a SAMSUNG 990 PRO 1TB PCIe NVMe M.2 MZ-V9P1T0BW pcie 4.0 m.2 but the slot shows me that it works on pcie3 and I don't have the speed prescribed by the ssd manufacturer. I am asking for your help.

That would not be unusual to get that notification since your notebook's M.2 slot is only PCIe Gen 3.0.
See chapter 1 of the service manual.
Maintenance and Service Guide (hp.com)
No HP notebook with an AMD Ryzen 5xxx series processor has a M.2 slot that supports Gen 4.0 NVMe SSD's.
