A battery's maximum capacity changes with time. Test and calibrate your battery as necessary to determine its state of health.
It's possible that the charge level indicator in Windows won't indicate 100% charged due to this decrease in battery capacity. To know your battery's condition, test it and calibrate it if necessary. Calibrating the battery resets the battery gauge to display the charge level in Windows accurately.
