HP Pavilion Gaming - 15-ec1018nl

I have a problem with my HP Pavilion - 15-ec1018nl notebook, often the CPU performance drops drastically to 0.39 GHz when plugged in, it returns to normal when on battery, as if it goes into protection... I tried downgrading from Windows 11 to Windows 10 and it worked for a while but now it's back to the way it was, what can I do?

first check if you have updated the BIOS, second check if this happens at high temperatures.

the BIOS is updated, it also happens when I turn it on cold

Enter the BIOS, on entry press the F5 or F9 key to load the BIOS defaults, then press F10 to save and exit. I have no other recommendation to make for this issue,
