motherbord 8257 by HP ....what is the highest I7 icore that I can upgrade, at the moment it is i7-6700HQ CPU @ 2.60GHz 2.59 GHz

The processor is an integral part of the motherboard and cannot be upgraded.
You can replace the motherboard with one listed in chapter 3 of your notebook's service manual that comes with the Intel Core i7-7700HQ processor.

As I posted in my first reply to you, the processor is an integral part of the motherboard, so the motherboard has to come with the processor, since it is part of the motherboard.
That is the best motherboard that is supported in the notebook model series you have.
I wouldn't know what Graphics adapter is better--the AMD RTX or the Nvidia GTX ti
You can look up that information online by doing a search by the comparison of the two adapters.
