It is a 64 bit operating system , windows 10 [1903] 64 bit
It has 2 memory slots & came with 1 x 4 gb Mylon tech. ram. I purchased the same to upgrade to 8 gb total but system info is only showing 4 gb?
I ran CPU-Z and it is showing both slots 2x4 =8 gb !
I have been puling my hair out trying to figure this out!

What does the BIOS say? What about task manager?
Have you tried msconfig and see if maybe you have a maximum boot memory set?
