Bonjour
Windows 10 Famille 32 bits Version 1709

The eMMC storage of 32gb is not upgradeable. It is soldered on to the motherboard. You cannot add additional storage also.
My only suggestion would be to clean install Windows 10 build 1709 32-bit by creating bootable Windows 10 installation USB using Microsoft windows media creation tool,
Back up all your necessary data to external drive first.
Follow option 1 here: https://www.tenforums.com/tutorials/2376-create-bootable-usb-flash-drive-install-windows-10-a.html
This will allow you create bootable Windows 10 (build 1709) USB using Microsoft windows media creation tool from ANOTHER WORKING COMPUTER.
Next disable secure boot from BIOS, plug in the installation USB, change boot order to USB, then proceed with clean installation of Windows 10 1709 build.
Disable secure boot:

Change boot order to USB: https://support.hp.com/in-en/document/c01443326
Clean install:

Windows 10 32-bit will be AUTOMATICALLY ACTIVATED after installation while connected to internet

C’est de plus en plus rare.
Mais ça existe encore.
Bonne soirée
Thank you for this excellent answer.
Excuse me for French.
I am disabled for English!
In fact, I only speak French.
It's increasingly rare.
But it still exists.
Thanks again
Good night
