can my HP Elitebook folio 9480 can be upgrade to support secure boot

So, it might be capable of secure boot (you'd have to go into the BIOS and first ensure "Legacy Support" is NOT enabled and is instead in UEFI Boot Mode), but if you're wanting to use secure boot to have the ability to install Windows 11, this might not be fully supported. Please note: Changing the boot mode may require you to reinstall the operating system.

W11 requires TPM 2.0, and your laptop is an older model likely supporting TPM 1.2.
