got the laptop from repairs and lost signal on 7 keys on keyboard - both shift/ctrl/alt keys and fn key. tried to flash bios, update drivers, change language prefs, checked stuck keys - nothing. no signal from keys on hp hardware diagnostics.

Was the computer repaired by HP ??
If No, you might start by contacting the people who repaired the computer - ask for an explanation of the missing key function.
If Yes:
If yes, did you contact the HP Tech Support (you have the case number) and ask for help?
If no, please do so - use the case number in the subject or reference it to (re)open the case.
Commentary
It is my experience that when the computer was returned to you, a document (paper) would have been included in the box that explains what was done to the computer (repair sheet).
When you contact HP, have this document ready for reference.

good day,
i contacted them and will give them a go on inspection in a couple of days. i also noticed the system update after the repairs (cortana appeared), so i was wondering if irresponsive multiplier keys might be a software issue and not just hardware.

Two models in this series:
The HP Hotkey Support (taken from the first model noted above) is a couple of years old -- you have no doubt already installed this driver.
It appears from a quick check that is the the most recent version for the Folio 9470 series.
??
In general, anytime Windows Updates runs, it is possible that the update(s) can affect the File System.
You can (at least) disable Cortana (again) -- regardless of how much Windows loves Cortana, you need not leave it active.
