I have problem with system fan (90B and getting this error message each time starting my computer) but can't find anyway even when I did the following:
- Reset the computer system to the factory setting (didn't fix the problem).
- Installed brand new original HP CPU fan (didn't fix the problem).
- New thermal / cooling paste applied (didn't fix the problem).
- Cleaned the whole vents and fins (didn't fix the problem).
- Updated and flash the BIOS from HP website (didn't fix the problem).
Edit:
- Power reset (hard restart) didn't fix the problem.
- Removed the CMOS battery (didn't fix the problem).
*The fan always running loud (at high speed) but the air that comes out of the computer is cold.
*HP support: identify your laptop, failed to find my laptop! 

So, can someone help please?

I understand that your HP Notebook fan is not working correctly and gives error code 90B. If you have already performed the steps from the document HP Notebook PCs - System Fan (90b) error message: https://support.hp.com/in-en/document/c03620929 and the issue persists, it could be a hardware failure.

Thank you ECHO_LAKE for making time to respond to my thread.
If we assume its hardware issue, can the BIOS still able to control the fan speed even with hardware failure?
Because I was able to slowdown the fan speed from the BIOS
settings by disabling Fan Always On so in this case it's more likely software issue, isn't it? 
*Note please I'm not sure whether it's  hardware or software, but just trying to transfer my experience to this topic to find where the problem is..
However, after disabling Fan Always On from the BIOS the 90B error code disappear, but at the same time the fan running always at ideal (quiet at regular speed) but that's not good enough, because when use some programs such as video editing software, running antivirus, watching 4k videos on youtube the CPU temperature rise up and the fan still at the same speed which not enough to cool the CPU.

I do have good skill to work on laptop hardware, so if you think its hardware issue what HP pavilion 15-e010ed motherboard compatible with mine? 
Since it's hard to find the 15-e010ed motherboard anywhere where I live..

The error 90b refers to hardware failure code and the system board needs to inspect by a service center.
