"the installation of this device is forbidden by system policy"
That would indicate to me that you are trying to make driver changes on a laptop managed by a System Administrator who has created a system policy to deny driver changes or device installation.
That requires access to the system registry editor.
Reinstall the operating system if you are allowed to.
