Hi:
HP only has the service manual for the older model series available and according to that manual the max memory is 2 x 8 GB.
HP 17-by3000 Laptop PC series - Setup and User Guides | HP® Support
I wouldn't replace the 8 GB chip.
Just install the 16 GB chip in the empty slot and have 24 GB of memory.
According to the Crucial memory report, the notebook can support up to 2 x 32 GB of memory.
HP - Compaq HP 17-BY3017CY | Memory RAM & SSD Upgrades | Crucial.com
You can also run this command to see what Windows indicates:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and hit enter.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.

You're very welcome.
I posted the link to your notebook's user guides page in my first reply, which has the maintenance and service guide.
Your notebook has two memory slots and you can install 2 x 16 GB of memory in your notebook.
