I have hp spectre x360 15-df1010na laptop. It has usb c port which supports power delivery. Can I use any 75W pd charger to charge the laptop through usb c or do I need to use hp specific usb c charger? Is there any recommended?
Also I cannot connect any usb 3.0 external hard drives through a usb c hub on this laptop without using a pd charger in the hub but I can connect the same usb hard drives (2 off) through a usb 3.0 hub. Why usb c is not able to power the external hard drives while usb 3.0 can?

Thank you for posting on the HP Support Community.
HP recommends using the parts which shipped with the computer, HP does not recommend upgrading or downgrading hardware parts or software that is bundled with the product as It may affect the manufacturer's warranty and performance, however, you could change the configuration at your own discretion.
And, also a powered hub uses mains power, it can give every device connected to it the maximum voltage that USB allows. So, not only can it run more devices than an unpowered hub, it can do so at full power, without any drops in performance.
