I am looking for a laptop for my daughter and on model# 15-da0085cl it says under ram "8 gb ddr4-2400 sdram (1 x 8 gb), 16 gb intel® optane™ memory". Not sure what this means?

The 8 GB is the amount of memory (RAM); DDR4-2400 is the speed of the memory: https://www.lifewire.com/what-is-random-access-memory-ram-2618159
The 16 GB, Intel Optane, memory is to boost the speed of the hard drive: https://store.hp.com/us/en/tech-takes/what-is-intel-optane-memory
It depends how your daughter uses the laptop, but for the best performance you could buy one with a M.2, SSD (Solid-State Drive): https://www.lifewire.com/what-is-m2-833453
She would be eternally grateful to you for the difference in speed while booting and all other processes.
