I am concerned that whether my hdd would still work if i install a 250GB ssd or I can only use ssd after installing it??

Both drives will be accessible to the system but only one would be the "boot disk" i.e. hold the Windows system files. That would be the SSD. The SSD would likely be drive C:\ to the OS and the original hard drive would be D:\ or something like that.

So can I install external softwares on my ssd to make them smoother and snappier? I mean like I can use it as a Different volume right and it would be fully accessible for other tasks too??

The operating system and applications have to be installed on the boot drive. In other words, let's say you add an SSD to the system. You will have to take Windows off the existing drive and reinstall it onto the SSD. And install your apps onto the SSD. The existing drive would just be for storing data. The SSD is multiple times faster than a hard drive so everything runs much smoother. That's the idea.
