What model PC do you have?

 

That looks like an antenna wire just like the two that are connected to your notebook's Wi-Fi adapter.

 

If you have a HP Elitebook, that antenna is probably for the optional WWAN adapter (not installed) that is used to connect to a cellular network.

 

There should be another antenna wire (might be the one to the right of that wire curving under the board.
