why my laptop fan sound so much when i use it while charging or when its heated it sound so much !! can anyone answer me please

There are two situations here you are facing ...
The newer laptops are smaller, thinner, and lighter than ever before and with faster, more powerful processors -- but this combination leads to greater heat and less room for that heat to dissipate, with the result that the fans, still being the same size as the older laptops, have to work overtime to keep the laptops within operating temp ranges. This is going to produce a lot more noise.
The second situation is that unlike previous Windows versions, Windows 10 automatically downloads and installs Windows Updates on a routine basis and you can't prevent this. Thus every week, as a rule, your processor and disk usage are driven up to 100% while these updates get downloaded and installed. This generates a LOT of heat and the fan spins up the whole time as a result.
If the laptop is getting hot on a regular basis, about all you can do is invest in a laptop base that has fans inside to draw off some of the heat. That will keep it cooler and the fan will be quieter as a result.

I took a risk and undervolted the CPU to a safe stable undervolt and won ~8 degrees less.
There are guides out there for your processor.
On Intel i used Intel xtu ,on ryzen 4800 i use ryzen mobile tuning
You can also control the fan speed with Fan Control of you know what you are doing.
But you say it gets really hot.
If it is a 1-2+ year old laptop....
Probably old thermal paste on CPU and GPU , plus dirt in the grill of the fans,maybe.
Also, new thermal paste on CPU and GPU is also a good way to lower temps. Avoid liquid metal on laptops, get Kryonaut. Best out there.
