will the Pavilion 17 notebook pc 213b support 16gb? and what kind of ram do I need to buy....

According to the Maintenance and Service Guide it supports up to 12gb of DDR3L (1600 MHz) which means you can replace one of the 4gb sticks with an 8gb.

I agree @Huffer It really makes no sense why it would be limited to 12gb if the machine supports an 8gb in either slot. Unless it is simply the only option HP offered on the model when ordering.
