Can a upgrade to HP EliteBook G3 with HD I-7-6500U 16ram with Win 11 8th Gen cpu upgrade

There aren't any hardware upgrades you can do to your PC to have it meet Microsoft's minimum W11 hardware requirements.

Download the W23H2 ISO file and use that (3rd option).   

 

Download Windows 11 (microsoft.com)

 

24H2 hasn't been released to the public yet. and if you don't have a W11 PC, you can't get the 24H2 Beta version.

So what ur saying is that you cannot replace the 5th Generation Intel® Core™ i7 Processors  with a 8th Generation I-7 on this model HP EliteBook 840 g3.

I'm Sorry I just realized that due to the soldering that is not possible.

That's what I'm saying, and I'll go one better...you can't even install an Intel 7th Gen core processor in the model series.
