Have turned on mouse, and can see the mouse is on. It has worked recently with a Windows Surface. Bluetooth recognized several devices at the office, but did not see the mouse. I wonder if the Elitebook is compatible with the Bluetooth 4.0 (LE) system?

Please don't ask me why. I did post result (Christmas 2015 or 2016) with few Logitech BT mice and Microsoft BT mice using my Surface, HP, Dell and Lenovo machines.
Logitech mice were conntected to my Surface but I had to reconnect when ever I reboot the Surface. Only Microsoft BT mice worked with my Surface and Microsoft BT mice had hit and miss on other mchines.
Well, do they use standard chips and firmware ? Only God knows.
Hope someone can give you solution.

Discovered on a microsoft website the answer is to disable Power management for bluetooth devices : Device Manager; Bluetooth; Intel Wireless Bluetooth; Properties; power management; uncheck "allow computer to turn off this device to save power". Once I did this then went back to bluetooth setup, it now finds the arc touch mouse, and it can be connected.
