Microsoft Windows 10 (32-bit)

Computer made a weird sound, gave blue screen of death, then black screen saying needs to restart. After restart, black screen saying Boot Device Not Found, Please install operating system on your hard disk, Hard disk 3FO.

Clicked on F2. Hard drive check gives No hard drive installed.

I am guessing that this means the hard drive failed. Anything else I can do besides take it in to get looked at? Is it for sure that I will need to give up on this computer?

Yes, at least I think everything has been backed up.

Given the date of your post, I would have expected someone to respond to it before this -- but since that has not happened, I will take a shot at it ...

Since you already ran diagnostics, there is nothing more you can do -- you are correct.  Most likely, you will have to get the drive replaced and Windows reinstalled from scratch.  At least you had the foresight to do backups -- almost no one does that anymore.
