Hello,
You cannot start your operating system properly. Starting in Safe Mode will require administrator password (which you do not know). You might be able to reset the Windows password via alternative non-official methods but these methods are not supported officially because they might be considered cracking/hacking. HP cannot help you with these unofficial methods.

I forgot that I didn't gave any password.So pressing countinue, I can go further.I even been to safe mood. But for some problem there is no internet connection (pressing f5).
Can I solve this problem by command prompt in startup setting?
Or, how can I solve it going to safe mood?

Based on the suggestion by Microsoft moderator in their forums, the solution would be to use "System Restore".
System Restore will restore your system files, system settings and registry to a previously saved or known good condition. Based on the story posted so far, your System Restore fails.
No other suggestion is provided in the Microsoft forums. Personally, I am also not aware of any other suggestion.
What is also written in their suggestion which involves CMD / Command Prompt / is somewhat generic suggestion for troubleshooting Windows Update. I doubt that following only it will solve your issue now.
In my opinion, if System Restore fails now, you will need to reinstall Windows 10
If you want to extract files, you will have such an option following the steps provided before. Other options may also be available.

Or, what can I do with command prompt?
N.B: I also failed to reset my laptop (option of keeping my personal files).What is the problem here?

Hi!
At last I am able to solve the problem of my HP windows 10 notebook. Thank you very much for your helps and suggestions.
That's how I solved the problem:
1.Went to Safe mode.
2.Went to System configuration.
3.Went to boot tab of System configuration.
4.Went to boot options, tapped in safe boot and network.
5.Clicked Apply and OK.
6.Then a box came and clicked "Run without restart".
7.Then went to recovery and clicked "Open system restore".
8.Had a system restore clicking Automatic restore point or something like that.
Though when I tryed to system restore on troubleshootting of startup settings there was showed an error.After starting my laptop there was lot of updates remaining.
