how do i check if my laptop has the intel optane memory?

Look up the product specs by finding the product number of your notebook.

If your notebook doesn't have the Intel Optane memory and since you are getting that error, you will need to clean install W10.

 

You can ignore the part of that Dell link I posted regarding enabling the Intel RTS software, but the rest would still be of help.

i tried to clean install win10 and when i got the screen to choose where i want to install windows i got "we couldn't create a new partition or locate an existing one"

That doesn't sound good.
