Hello,
Proceed as follows, to restore the BIOS settings to their default:
- When starting the computer, press the F10 key directly several times.
- Press the F9 key (some models are F5) to restore the factory BIOS settings.
- Select Yes and press Enter. The computer reboots.
- The computer restarts with the default BIOS settings and continues a normal boot.
Try to fully discharge the battery and then fully recharge it. Then disconnect the power cable and turn on the computer.
When the computer battery is fully charged the battery LED white.
If the problem persists, please follow the instructions in the HP link Testing and Calibrating the Battery (Windows).

I don't have any knowledge of the Spectre Series as I focus on commercial platforms. That being said I suggest that you contact HP technical support so you can get a case started concerning your BIOS / Battery issue.
