Hello, 

My laptop has been stuck on the programming PEI region screen for the past two hours. How long is this BIOS update supposed to last?... I cant even contact HP directly because it is out of warranty. I need help fast as I have school tomorrow early.

Sorry for the bad news -- but there is nothing that can be done quickly about this.

 

The BIOS is "burned" into a chip on the motherboard.  You can try doing a BIOS recovery using this HP thread: HP Notebook PCs - Restoring the BIOS | HP® Customer Support

 

But if that does not work, there is no way YOU can redo the BIOS as that needs both the BIOS code (which HP does not release) and a chip burner (which they do not sell).  You would have to take the laptop to an HP facility to see if they would reload the BIOS for you.
