BIOS update F.30 Rev.A broke PC performance.

My NoteBook HP 15-bw065ur after BIOS update to F.30 Rev.A (sp88565.exe) get very VERY LOW PERFORMANCE !
This NoteBook was bought only for one game (GTA V). And after purchase i can play that game WITHOUT any lags.
But after installing BIOS update to F.30 Rev.A (sp88565.exe) playing this game turn to nightmare. All textures not load fast. When i using a car - freeze every 3 seconds.
NOTHING WAS CHANGED on Operating System. ONLY BIOS update. OS was standart from the shop (HP OEM).
Trying to get back old BIOS not success.
After that i make a big mistake. But it's not a main problem. Main problem in new BIOS. How can i knew it? I'll try to explain.
My mistake was in reinstalling OS to a clear one without backuping original one. (i didn't know about HP Recovery Manager... Very sad)
I've tried Windows 10 pro x64
I've tried Windows 10 LTSB x64 (updated)
I've tried Windows 10 LTSB (1 year old version)
After installing every of that OS i only use official drivers of AMD R7 videocard. Nothing more drivers was not installed. And i try to play GTA V. The same plroblem - freeze with big speed of car and lags with long load of textures.
So we have conclusion = problem not in OS or drivers. Cos every OS was clear and do not have any unnecessary files or software.

Creating Flash with recovery BIOS not helped. Win+B not working (black screen and nothing).
Win+V gets the error with CMOS (502).
BIOS was reset to DEFAULT SETTINGS in BIOS menu.
Nothing can help.

Besides i see how EXACTLY new BIOS F.30 Rev.A (sp88565.exe) break performance of my PC.
When i start GTA V and play it (sorry - trying to play) my CPU didn't work like he MUST to work.
Namely he work with 1.5GHz up to 2.0GHz when declared perfomance looks like that:
"Your NoteBook have Turbo Core function and when you give more stress to your CPU it automatically increase performance up to 3.4GHz from 2.5GHz"
See that? Minimum = 2.5Ghz. Not 1.5Ghz.
Now after BIOS update F.30 Rev.A (sp88565.exe) i have 2.0Ghz even when i playing in GTA V.

Turbo Core is broken by BIOS F.30 Rev.A (sp88565.exe).
Performance of NoteBoock is broken by BIOS F.30 Rev.A (sp88565.exe).
I had reinstalled THREE tipes of OS Windows 10 and all of them telling me one thing. Now you suck - go to HP service center and beg them to drop down your BIOS back to F.23 or F.22 or F.20 . I do not know what BIOS my PC have before the BIOS update to F.30 Rev.A.
I've purchased it in April 2018 (i think it was F.20 or F.22).

I can not get back my old BIOS by Flash Recovery but i CAN update BIOS like it happens in new version F.30 through Update and restart PC.

Before BIOS update everything works fine and GTA V too (with standart OS Win 10 HP OEM).
After BIOS update everything works terrible and GTA V too (with standart OS Win 10 HP OEM).
Problem appear not after many Win 10 reinstalled. But after updating BIOS with standart OS and continues with many new OS Win 10.

Developers PLEASE make a new update BIOS file with fixed performance for my broken NoteBook ! ! !

I think the intent of the BIOS update was to cripple CPU's.  IE: make them more secure.
