I want to wipe the drive as I’ve lost the bitlocker key. I’ve been told to create a bootable USB installation thumb drive. But I don’t have the passsword to get into the bios to change the boot order. Any ideas?

You don't need to get into the BIOS to boot from a Windows installation usb drive. You can boot from the usb drive from F9 Boot Option Menu on bootup.
You have two options to create a Windows installation media with: HP Cloud Recovery Client or Microsoft Media Creation Tool.
Since your laptop comes with an Intel Core 11th gen processor that requires that Intel RST storage driver be supplied to the Windows installation usb drive, it may be easier for you to use HP Cloud Recovery Client that creates a recovery media to install Windows, all drivers and HP software. Please see this link for how to use this tool.
