@PhoenixFirexx, Hello and welcome to the HP Support Community!

Thanks for posting your question. I'm here to help you get things back on track.

The blue recovery screen you're seeing when turning on your HP Notebook typically indicates that Windows is unable to boot properly due to a system error or corruption. Let's walk through a few steps to help resolve this:

Perform a Hard Reset

This clears temporary memory and can resolve startup issues.

  • Turn off the notebook.
  • Disconnect the AC adapter and all peripheral devices (USB drives, printers, etc.).
  • Press and hold the Power button for 15 seconds.
  • Reconnect only the AC adapter and try turning the notebook on.

Use HP Recovery Options

If the recovery screen offers options like Startup Repair, System Restore, or Reset this PC, try them in this order:

  • Startup Repair: Attempts to fix boot issues.
  • System Restore: Rolls back to a previous working state.
  • Reset this PC: Reinstalls Windows (choose to keep files if possible).

Use a USB Recovery Drive (if available)

If the notebook doesn’t boot into recovery options, you can use a USB recovery drive to restore the system.

  • You can create one using another Windows PC via the Microsoft Media Creation Tool.
  • Boot from the USB and follow the on-screen instructions to repair or reinstall Windows.

I hope the information shared has been useful and resolves your concern.

Wishing you a smooth and hassle-free experience ahead!
