Sorry, I am still not clear on what exactly the problem is. Is the BIOS locked with a password you don't know/didn't set?

Not sure what you mean by reset BIOS. Only way I know to do that is enter BIOS using F10 at power on then tap F9 key to reset to Default settings.
As for Windows 7 I assume you mean reinstall it? IF you can read the 25 character license key on the label attached to bottom you can make a bootable dvd or usb to do a fresh installing using an ISO file from here:
