I can't help you with why the HP recovery isn't working, but you can always clean install W10 for free by using the Media Creation Tool at the link below.
You need to create the 64 bit installation media. Your PC originally came from HP with W10 Home 64 bit, not 32 bit.

The tool will allow you to make a bootable USB flash drive (you need an 8 GB USB flash drive for this), or save an ISO file that you can burn to a DVD.
The software will work with the W10 product key in your notebook's BIOS and automatically activate once you are connected to the internet.
Then you can install the drivers and available software from your notebook's support page.

Hi:
You should be able to press and hold the power button until the notebook shuts off.
It may take up to 30 seconds or so to shut off.
If it doesn't shut off that way, unplug the PC from A/C power and remove the battery.
Then press and hold the power button for 15 seconds.
Replace the battery and hook it back up to the A/C adapter and plug it in.
Then with the W10 installation media in the USB port, turn on the PC, tap the ESC key at the beginning of the HP welcome screen to get a menu of options.
Select the F9 boot options menu, and from that select the USB flash drive.
Then press the Enter key and the PC should boot from the installation media you made.
