No PC's made on the market today support XP.
If your client has to have a PC that works on XP, then the last HP business desktop PC that had support for XP, was the HP 8300 Elite CMT, which was a predecessor to the 800 G2 tower.
You can only get those on the secondary market, probably as off lease models or refurbished.
Be advised that although the 8300 Elite has a couple of USB3 ports in the back, there are no Intel USB3 drivers for XP, but there is a BIOS setting to set those devices as USB2 so they can be used.
Or you can suggest the older 8200 Elite CMT, which has all USB 2 ports.

No, I don't think you can because hardware won't support Windows XP.
