I send you links that show in detail what to do. I am a volunteer here and help out in my spare time thus I do NOT take time to create a lot of pictures and directions that are freely available online.
The settings you changed are not necessarily wrong. Just not needed to boot from a USB on a your laptop. Quite often if you install while Secure boot is disabled and you later enable it Windows won't boot.
I just created a Windows 10 installer on PNY flash drive using Media Creation Tool to see if something wacky was possibly going on with latest version. Booted the tester Stream I have courtesy of HP. No changes to factory default BIOS settings. Esc, F9, select usb,tap Enter-Windows installed in less than 30 minutes.
Perhaps you need another flash drive or just order Recovery Media from HP-sorry, another link you have to deal with:
I read back through all of the replies and see where you mentioned in one that you get a message that you need CD / DVD drivers. Have never really seen that with Windows 10 install but it was a frequent error on Windows 7. What worked then was to x out of the window to return to first screen. Remove the flash drive and insert it into another usb port then start the install again from the screen.
If you download the ISO following the instructions in link on previous reply_that I did not take time to type out_and use Rufus keep in mind the settings for UEFI laptop. To successfully boot from the USB - create a bootable USB with the partition scheme option set to "GPT partition scheme for UEFI", the default is always "MBR partition shceme for BIOS or UEFI-CSM".File system Fat32.
To answer your question-I have used Rufus many times and also the Media Creation Tool a few times. Rufus always worked better for Windows 7 installs but MCT works fine for Windows 10 in my tests.

Dear Cheryl,
I appreciate all of your advice and support. But many of the information and webiste links do not work for my HP Stream - HP 14-ax010wm model number.
The HP Stream settings are different. I will continue to try different options till I find a solution.
I do appreciate your help. I appreciate anyone helping me. Please do not take things personally. That is not my intention. It is good that people like yourself help people like me. That is never taken for granted.
I tried 2 USB flash drives and get the same problem with Windows 7 Professional - 64 Bit ISO file. Maybe my netbook does not like Windows 7 Pro. I do not know. I will try Windows 10 Home - 64 BIT ISO file instead. Wish me LUCK.

Dear Cheryl,
I finally installed Windows 10 - 64 BIT using a Lexar 8GB Flash drive. I downed WINDOWS 10 - 64 BIT ISO file from
www.windowsiso.net.
Then used Rufus 3.1 to put the .ISO file onto a FORMATTED Lexar 8 GB USB flash drive.
Rufus 3.1 download and instructions.
Then I did these settings:
Legacy Support : ENABLED
Secure Boot: DISABLED
Then made sure BOOT settings were set to: USB / USB Hard Drive option.
Then SAVED the settings before the netbook powered OFF.
Then I plugged the Lexar 8GB Windows 10 - 64 BIT ISO file that is on the USB flash drive into the USB port of the netbook.
Then I powered the netbook on. Then Windows 10 - 64 BIT installed 100%. It took about 30 minutes.
But it WORKED. So THANK YOU for advice and support.
