Tried posting earlier but can't find my post. Sorry if it shows up somewhere but here is another with updated & corrected info.
Son's HP Pavillion 15-cc060wm, running Windows 10. Worked find last night. When turned on this afternoon, problem started, I did not see it so I can't say exactly what happened. He said he turn on/off twice. When he gave it to me, 2 black screens pop up, nothing like the normal Windows startup. Screens were as follows:
1) X:\windows\system32>Wpeinit
2) X:\windows\system32\cmd.exe - C:\system.save\ExitProc\DataCall\DumpBCD.cmd DISABLE_SB_CMD.
Then it goes to blue screen for a while and finally the hp Recovery Manager screen appears & Restoration Incomplete. Details are as follows:
1) [C:\SYSTEM.SAV\FactoryUpdate\CreateE.cmd] has started ...
2) Start CreateE.cmd at FactoryUpdats...PASS2
3) Create ["C:\system.sav\CreateE.cmd.FAILURE.flg"]...
4) [CreateDESP.txt]
5) run DiskPart.exe /s C:\System.sav.FactoryUpdate\CreateDESP.txt
6) ErrorLevel=[ -2147-24809]
7) [PIN_ERROR_MSG] [CreateE.cmd] DiskPart.exe /s C:\System.sav\FactoryUpdate\CreateDESP.txt or DiskPart.exe /s
C:\System.sav\FactoryUpdate\CreateESP.ext

9) FAILED to create EXP/MSR.

Retrying the process makes no change to the startup. Never gets to Windows start page nor does the task bar show up, so no to access task manager. My son generally has at least 2-3 windows opened with a minimum - I'm not joking at all - of 20+ pages in each window. Could he be overloading the laptop and it finally said enough? There is no backup to his system.
but he has nothing truly vital on it.
Please keep help to simple terms - I can do some things but my computer speak is minimum at best. I have no idea what to do or try but realize anything messing with the "C drive" is not a good thing. I know of Bios but not what nor how they work. Could they be part of the issue? My son said he did not do any type of update and the system was working fine with no problems when he shut it down last night. I guess the main questions would be 1) Do you think this is fixable? 2) Could it be a simple fix by someone who knows what to do or a major with parts replaced? 3) Time to replace? I realize no one can give any specific on repairs or estimates without actually seeing the laptop but I really would appreaciate rough generalizations. I will not hold any one to any estimates or suggestions. Been in enough situations where the estimates and the acutal work/repair/treatment needed was totally different when the work was being done & unforseen issues arose, to understand that you'll only be able to work with what info I've been able to provide. I went over the details several times and to the best of my ability, believe that I have all the letter/capitalization/numbers/etc typed correctly.

I'm sorry to hear about the startup issue with the HP Pavilion 15-cc060wm. Based on the description, it appears to be booting into a recovery or diagnostic mode instead of Windows 10. Here are a few steps you can take to try and resolve this issue:
On another PC, go to HP’s website → HP Cloud Recovery Tool
Download and create a recovery USB drive for your exact model (HP Pavilion 15-cc060wm).
Boot your laptop from that USB (press F9 on startup → select USB).
Follow on-screen instructions to reinstall Windows 10.
This will wipe all data, but it will restore your laptop to factory condition.

Thanks for the info but I passed it along to the IT person at work. The hard drive was replaced and so was the battery, and he cleaned up so other unnecessary programs at the same time. At least it was hacked!!
