I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand you are unable to get past the register and protect screen,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
Could you ensure you provide the OS & Product info in the future, for a quicker response from forums?
(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
Did you ensure your device is connected to the internet?
(As it wouldn't work without the same)
While you respond to that, here's what you need to know:
Registering your new computer helps HP contact you with important information and updates about your computer.
NOTE:
HP protects your privacy and does not share your information.
Registering your computer requires Internet access. If you have Internet access, you can register your computer when you set it up the first time. If you do not have Internet access or if you didn't register when you set your computer up for the first time, you can register after setup.
Depending on when you want to register, follow the instructions in one of the following sections to register your computer.
Register your computer in Windows 8 when you set it up
Registering your computer immediately when you set it up is an easy way to complete the registration.
Follow these steps to register your computer during set-up:

When you turn your computer on for the first time, the Windows and HP license agreement displays. Click Accept, and then click Next.

The Register and Protect screen appears on the computer. Type your full name in the Full Name field and your email address in the Your Email field.
