No matter what i do i am unable to fix this laptop. For awhile it was stuck in a 'preparing auto repair' loop, but now it comes up with a blue screen that says your pc/device needs to be repaired and that a file is missing or contains errors. I have tried resetting the laptop but everytime i do it says there is a problem. Any suggestions?

Please go back and read the guidance I posted in my first reply.
'Since you have to use another PC to run the cloud recovery tool you will need to enter your PC's full product number in the tool's search window, which is 9HP24UA#ABA'
You do not install the cloud recovery tool on a flash drive.
You install it on another PC.

Hi:
If you have run the hard drive and memory diagnostics test (F2), and they passed, your PC is supported by the HP cloud recovery tool, which will create a bootable recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.
It will partition and format the drive, you will lose all data currently stored on the hard drive and it will factory reset your notebook's drive to its 'out of the box' condition.
Here is an info link for how to use the utility...You will need a 32 GB USB flash drive to create the recovery media with.

If the USB recovery drive was successfully created by the HP cloud recovery tool, normally you have the flash drive plugged into the PC's USB port, turn on or restart the PC.
Immediately press/tap the ESC key to get the menu of options and from there, select the USB recovery drive and press the Enter key.
If the USB flash drive still does not show up in the boot options menu, then the only suggestion I can offer would be to go into the BIOS (ESC> F10), disable secure boot, save the setting, exit the BIOS, restart the PC and see if the flash drive now appears in the F9 boot options menu.
