On my HP, I tried F9 with the flash drive and I returned to the same USB .... reboot that did not work. On the other, I plugged in the backup system USB that I originally created. So far it is working but the progress is only at 7%. Lets see if it gets past 32%.
I will likely retry the HP tool to retry the boot disk.

You're almost there.
Here are the links to the W8.1 wifi and bluetooth drivers you need for the model wifi card your notebook has.
This package contains the Broadcom Wireless LAN Drivers that are required to enable the integrated Broadcom Wireless LAN Adapter in supported notebooks that are running a supported operating system.

This package contains the Broadcom Bluetooth driver for supported notebook models that are running a supported operating system. Broadcom Bluetooth Driver is required to enable Broadcom Bluetooth devices.

Copy them to a USB flash drive, plug the drive into your notebook copy the driver exe files to your desktop and run them.
After you are connected to the internet, if you want to upgrade back to W10, just click on the blue Update Now button at the link below...

You should have been able to connect to your network after installing the wifi driver.
You must be missing other drivers. One of them that controls the wifi is the wireless button driver.
See if installing this driver and pressing the F12 key if the light is orange gets the wifi to turn on.
This package provides the driver for the HP Wireless Button on supported models running a supported operating system. HP Wireless Button allows the physical (hardware) wireless radio button on the system to enable and disable the wireless connection on the system.

Go to the device manager.
Do you see a device listed in the device manager labeled as a Network Controller?
That would be the wifi card in need of a driver.
Maybe Hp installed a different model wifi adapter than what the parts list indicated.
If you see a Network Controller device, please post the hardware ID for it.
