Is it an ISO file ? ISO file is a disc image therefore
(a) Open File Explorer,
(b) Right click ISO file,
(c) Select mount as DVD/CD drive,
(d) Now you can see its structure, you can right click Setup.exe and run from there.
Note: You may have to copy ISO file to C: and mount from there because the installation process may reject any USB connection.
Regards.
