My hp shows windows updating on startup, it says 64 percent and never goes past that it’s like it’s on a loop

Is their any important data in laptop? Can you create or have bootable usb?

I understand your HP computer is stuck in a Windows update loop, where it consistently displays the update screen at a certain percentage, here are some steps you can try to resolve the issue:
 

Perform a Hard Restart:
 

  • Press and hold the power button until the computer turns off.
     
  • Wait for a few seconds, and then press the power button again to turn the computer back on.
     
  • Check if the update process resumes and completes successfully.

Boot into Safe Mode:
 

  • Restart your computer and begin pressing the F8 key repeatedly before the Windows logo appears.
     
  • This should take you to the Advanced Boot Options menu.
     
  • From there, select 'Safe Mode'.
     
  • Once in Safe Mode, try restarting the computer again.

Use System Restore:
 

  • Boot your computer into Safe Mode using the above instructions.
     
  • Navigate to the Control Panel and search for 'Recovery'.
     
  • Choose 'Open System Restore' and follow the on-screen instructions to restore your computer to a point before the update was installed.

Run Windows Startup Repair:
 

  • You may be able to access the Windows Recovery Environment (WinRE) by turning your computer off and on three times in a row.
     
  • In the 'Choose an option' menu, select 'Troubleshoot' > 'Advanced options' > 'Startup Repair'.
     
  • Follow the prompts to fix any issues that are preventing Windows from starting correctly.

Reset Windows Update Components:


Boot the computer normally, and if it gets stuck again, restart into Safe Mode.


Open the command prompt as an administrator and run the following commands one by one:
 

  • net stop wuauserv

    net stop cryptSvc

    net stop bits

    net stop msiserver

    ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

    ren C:\Windows\System32\catroot2 catroot2.old

    net start wuauserv

    net start cryptSvc

    net start bits

    net start msiserver

Restart your computer and check if the updates proceed past 64%.


Check for Disk Errors:
 

  • Boot into Safe Mode and open the Command Prompt as an administrator.
     
  • Type chkdsk /f /r and press Enter. This command will check for and fix disk errors, which can sometimes interfere with Windows updates.
