I was given an hp notebook that came with Windows 10 64 bit, however my friend downgraded to windows 7 somehow, now I can't get the OS to boot, I've tried to do it in safe mode and it still doesn't boot. And I can't restore, or repair it bc she forgot her administrator password, and also the system repair is offline, now I can't do anything with it... Can someone help me please

The notebook is not supported for W7 by HP.
The only suggestion I can offer would be to make a plain W10 installation flash drive with the media creation tool from the link below and reinstall W10 for free.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

You're very welcome.
The only suggestion I can offer would be to clean the disk first.
- 1. From inside Windows Setup, press Shift+F10 to open a command prompt window.
- 2. Type diskpart and press the enter key.
- 3..Type list disk (look for your disk number, check the size of the disk)
- 4. Type select disk <disk number>. example: select disk0 (select the disk you want to format)
- 5. Type clean.
- 6. Close the command prompt window.
Now you should be able to install Windows.
