I try to go though HP could factory reset process. I
First message I encounter is
"before you start .. you must disable Secure Boot in the BIOS Setup menu ....."
I follow steps and disabled the secure boot in BIOS and
then boot from the USB disk prepared by "HP could recovery tool" from Microsoft store.
30 minutes or so into the recovery process, It shows recovery attempt has failed
Error message detail is :
[5:19:00.64][SSRM_QuerySBStatus] Error, Secure Boot is Disabled
[5:19:50:68][PANIC.CMD] has been called at non-WinPE environment
[5:19:50:68][PANIC.CMD] activate BP and reboot into WinPE environment
[5:19:50:68][PANIC.CMD] going to reboot Windows
Why I was asked to disable secure boot and then recovery failed because secure boot is disabled ?
Could someone help me out with this issue?

Sorry, I didn't see that you created the other one with the same computer, I assumed it was already not working anymore..
You absolutely need a computer that can create the recovery media
I had searched about this error with recovery, and in most cases, no choice, you have to try with the microsoft media

Thank you for reply. But the hard disk of the laptop is already wiped out and back to HP factory disk status.
I can't boot from hard disk anymore so I am thinking recovery disk from Microsoft can't solve my problem.

Try reinstalling with recovery media!

Thanks again. but how do I create a recovery media/(usb drive) from this "broken" laptop ?

Thanks a lot for your help.
I just want to mention I follow the step in this doc
HP Notebook PCs - Installing Windows 10 | HP® Customer Support
Used media Media Creation Tool to reinstalled windows 10
The only minor problem I have now is after factory reset failure from "HP cloud recovery tool "
I got 5 partition in the only one original SSD disk named dev0
I do not know which partition I could get rid of.
Hope you have some insight on this.

explain this problem, and give captures of the disk manager
If we do not see what it is difficult to answer!
Some partitions cannot be deleted, either impossible or risk of malfunctioning afterwards!
