I recently tried to clear some space on my hp Stream laptop and accidentally deleted some files that allows my computer to run. When I turned my laptop back on and try to click on an icon, it just shows the loading sign. I've tried to click the START icon but it will not even allow me to click the icon, once my mouse gets to the desktop it instantly shows a loading sign. I have tried to factory reset but I am unable to do so.

I wish you had come here BEFORE you did that, as we could have provided you links to utilities that would have safely freed up space on the drive for you. But now, it is too late.
And the Stream laptops have insufficient space to do resets properly -- we could have told you about that, too.
Your only working option now would be to use the HP Cloud Recovery to do a complete restore of the laptop using media that you create -- and you will lose everything you have in the process:
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
