Some of my HP startup applications were uninstalled now the computer will not startup, will not repair and will not recover.  Any thoughts on being able to reinstall the applications?

If you are ready to reinstall Windows, you can try directly from your interface. When you are going to "troubleshoot", you need to have an option "reset your PC". 

If it is not working, for boot to an external drive, please shutdown your PC and power off when taping F9 key, so you could to select your boot media. 

If you not have created your HP recovery kit, you can try this utility: https://support.hp.com/us-en/document/c06162205

Hello, normally you can uninstall all HP applications, you just need to keep Windows and drivers.. 

Where are you blocked when you are trying to start Windows?? Are you screen "windows is preparing to repair"??

When it come up it asked for my keyboard options then gives me two options troubleshoot or turn off PC.  I have tried options under troubleshoot but none fix the problem.

What have you tried?? In "troubleshot" and "advanced options", are you tried to repair boot system files? And have you check if you have a restore point to restore your computer to a previous state? This option need be reinstall deleted programs.

I have tried to repair. It states Startup could repair your pc. I have tried system restore. It gives me an error message  that states TO use System Restore you must specify which windows installation  to restore. Restart this Computer, select an operating system and then select System Restore. I have also tried to locate a system image recovery file to no luck.

Have you created a system image previously?? If you don't created this, you can't restore with this.. 

Do you have install a lot of programs on this PC?? 

If you want you can execute an hardware test in your computer. For this, restart your computer by tapping F2 when it is been down for restart. You come in HP Hardware Diagnostic Interface and can execute all tests. If you have a fail please tell us.

I have a windows 10 startup disk.  It will not run.

I have run the test and everything passed. I have had restore points and used them in the past. yes I have many programs on the computer.  I can still see the files when I look at the hard drive.
