1. I will re run the diagnostic again but no issues found with hard drive.
2. Understood. And hopefully I dont have such a luck that both are corrupted.
3. Yes, I looked again and secure boot is disabled.
3.1. Yes, it basically game me 3 options and i choose to run it from the usb.
3.2 Once i choose USB as an option it goes to the Recovery Manager. Manager ask if I want to back it up I basically say dont back up. I click next and the 3 check mark process begins (reformatting, copying and restoring files to hard drive. Once that is completed Recovery manager prompts a msg where it say recovery preparation is complete than I have to click continue so that computer can restart. This is where the issue starts; it cant restart. It goes to the black screen with HP logo and gets hung (loop) and the re-start process never finishes. I leave it over night and its still there.
3.3 I took some pic and ill try to find a way to post them.
3.4. Once recovery process with manager is completed it ask to continue so that computer restarts. Thats is where its eternal loop never finishes. That when I need to turn off computer. When it turns on it goes to a HP SW installation mode. Once that is done it ask to restart again i click continue and it freezes again thru the restart process. When I turn it off and turn computer back up it say that installation could be completed because restart .
Question when you say "you should restart the PC and boot from the hard disk drive" is this a seperate procesd that what manger is doing? How can I do this manually?

IT may some some other ideas- but I have seen more than one occasion where recovery fails due to a failed hardware component. You mentioned a problem with the optical drive?
I have also seen a change to BIOS date help. Many have had success by changing date in BIOS to 1/01/2012. I was under impression later editions of HP Recovery Media corrected that but worth a try.

I am not sure why the recovery process fails - it looks like it fails on the last part which is not really the Windows installation but HP sofware, drivers, etc. Basically, this is the least important part of the recovery but I am not sure if it can be skipped somehow - years ago I could choose to skip this part but not sure if this is part of the process now.
Consider changing the BIOS date to the one suggested by @CherylG
If this does not help, there is one additional unofficial method of "recovery" known as clean vanialla Windows reinstallation.
You may give it a try.
You can use this free utility from Heidoc:

The tool can download ISO images from Microsoft and has lots of options for many Windows versions including OEM.
*** If you use it, be careful to select the correct Windows ISO for the OEM, x64 edition, Home/Pro, etc...
You will need:
- Internet connection (stable) to download the big file - the Windows 8.1 ISO image file
- free USB at least 4 GB in size
- Rufus software
When download completes, you will need to write or "burn" the ISO image and boot from a bootable media. You need to use either 1 empty/blank USB pendrive (4 GB capacity or more) OR an empty/blank DVD disc (4.7 GB capacity)

instructions are for Ubuntu, but you need to use the ISO image of Windows 8.1 and Rufus. Don't download Ubuntu for this.
When ready with the USB drive:
Please, shutdown the computer using the power button.
Insert the Windows USB thumdrive prepared previously
Power on the PC.
As soon as you press the power-on button, start hitting the Esc button repeatedly (like tap-tap-tap).
This should open a HP Startup Menu
Choose F9 to open Boot options. Select the USB thumb drive or the DVD as a boot option.
- Follow the on-screen instructions to install Windows 8.1 Perform clean installation/custom installation (not repair).
Delete all existing partitions and install Windows on Disc 0 Unallocated space
- After successful Windows installation, install drivers taken from HP web site
- Make sure Windows is Activated by going to Start > Control Panel > System
