Hello,
I have this brand new PC but i screwed it up quickly. I bought Gta 4 from Steam and downloaded it . Everything was okay but when i downloaded the Gta 4 complete edition also it popped up something like "Remove Windows Live" and i quickly clicked "Remove". Then i was looking for ways to download Windows Live and Google made me go in "Recovery Manager" and "Program Reinstallation". It started reinstalling but i wasnt sure what that is so i turned my PC off and since then when i turn it on it pops "Please download operating system from your hard disk " and i only have 4 options like Exit, Language , Hard disk test . Ive made all tests and waited 30 minutes each and nothing happened.

If you bought a new notebook, most likely it is supported by the HP cloud recovery client utility.
You can use that to create a bootable recovery drive to restore your hard drive.
Here is an info link for how to use that utility...

I'm sorry too.
I guess I assumed that you would know that in order to use the cloud recovery client utility, you would need to have access to another working Windows PC.
I can't help you with how to get your PC working without a recovery drive.
