- When was the last time the computer was working fine?
- Have you made any software or hardware changes on the computer?

I'm trying to troubleshoot a computer with this problem as well, and when I try to create a support case it fails, so I've been looking further.
1. The computer was working fine Thursday, May 3rd, until about 1pm (reportedly).
2. Software: no.
Hardware: about a month ago the boot drive was cloned to an SSD (Crucial, if it matters). Until just a week ago there were no issues. Last Tuesday the computer suddenly froze during use and was rebooted by the user, and then went through an endless boot cycle with Automatic Repair failing, trying to scan discs for errors, and the like. After looking into it determined the MBR was corrupted. Tried to repair, but backup was gone. Then I found the boot order was incorrect; the old drive was set as the first drive in BIOS. Switched, computer booted back up perfectly, no data loss whatsoever. Lasted about two days and then froze again during use, user rebooted, began going through the same problems as before. User turned it off until I could get to it yesterday. Turned it on and got the BlInitializeLibrary failed 0xc00000bb error as soon as the HP symbol left the screen, nothing else on a black screen.
3. The only way now to get past this error is to switch the boot order back to the drive with a bad MBR. That wasn't fixed yet, so the system is completely unable to boot up (not even Safe Mode), and on the proper drive (the SSD) all we get is the InitializeLibrary failed error message.
4. This forum post is the first time I've found another reference to an HP with the issue; it seems to be very rare. Microsoft only acknowledges the error and says it's a motherboard issue and to refer to the manufacturer for help, which is why I'm here. My research into this indicates it's related to GPT formatting on an SSD, because GPT and SSDs are actually the sole common denominator I've found (other than Windows 10...), but because Microsoft officially refuses to acknowledge their OS might be the cause I'm at least seeking manufacturer assistance on this.
