I can confirm that as of kernel version 6.0.10 the issue is resolved as hp_wmi was patched in kernel. Blacklisting hp_wmi is no longer necessary to get a working system. The Arch Linux 2022.12.01 installation image now boots without issue.

So I got one of these today for the holidays and I had the bios issue. The rfkill switching on and off like crazy with fedora installed kernel version 6.0.7. I knew Debians kernel wasn’t going to work even though they just updated it recently wasn’t gonna work and I really liked fedora. So I grabbed an arch distro that looked somewhat stable. The kernel version is 6.1.1. The live USB/cd that it had proved that it worked right away. So I went ahead and installed arch. I’ve had zero issues since then, with both Bluetooth and the Wi-Fi.
