Not necessarily. I used that same tool last week and it did not show the latest version, but one prior. I had to go to the HP support website, enter my product number, and I found a newer one that HP Support Assistant did not show.
Didn't help though, still have 0.36 Ghz when power connected.

I'm having identical problems with my HP 15 (N5Y13UA).
Latest BIOS, everything is up to date.
Using "Throttle Stop" tool when unplugged I can get it to jump back up to the full 2.16 (actually 2.6 w/turbo boost), but when I plug it in I see it drop down to 1.31Ghz and not budge. Half-speed when plugged into A/C 😞
After reading this thread I tried a multi-voltage power adapter I have.. it is up to 75W and I set it to the same voltage as the original adapter (19.5V). No difference.
Any other tips?! I can't believe this laptop can't reliably get full speed when plugged in!

I solved mine! It’s been years, but problem is you need a power supply with more current. Power+ is a quality brand on amazon. The stock power supply cord that comes with the laptop is bare minimum. Keep your voltage the same but up the amps. It’ll charge battery and run cpu full speed ahead.

Thanks for that last reply -- you must have missed my note where I wrote that I tried a 2nd power supply (multi-volt, set to 19.5V) that is rated for 75W. Using that one I still have the same problem 😞
