Product: HP Notebook 14-af110nr

I have been trying to reset my HP Notebook to sell it and I keep getting an "error when attempting to reset PC" message part way through the reset.  The error message is on a blue screen with the only option to click 'cancel'.  If I then go to 'continue and go to Windows 10' it just goes to the hp blue screen that every few seconds goes blank blue, then black and then back to the HP blue screen.  I've also done the troubleshooting - Reset PC option.

I have tried multiple attempts and some recommendations on here but still no luck.
